Cepter EFX bundles open-source projects (Whisper, whisper.cpp, Demucs, demucs.cpp, ONNX Runtime, FFmpeg, aria2, Lucide, Inter, and others listed in the Credits section on the home page). Each remains governed by its own license, which you can review at the links provided there.
